Jill Khadduri has been conducting policy analysis and research on housing assistance programs for low-income renters for many decades. She joined Abt Associates (now Abt Global) in 2000 after holding leadership positions in HUD’s Office of Policy Development and Research. Her recent work has focused on the causes and solutions to homelessness, focusing on the roots of homelessness in the shortage of affordable housing and on potential modifications to the Housing Choice Voucher program that could make it a more effective tool for supporting upward mobility. She is principal investigator for HUD’s Annual Homeless Assessment Reports to Congress and of a study of a program in Washington State that provides rental assistance to individuals with short-term disabilities. She is co-author, with Marybeth Shinn, of In the Midst of Plenty: Homelessness and What to Do About It (Wiley Blackwell 2020). Dr. Khadduri has a B.A. from Smith College and a Ph.D. from Johns Hopkins University.
