Niurca Louis serves as Associate Commissioner for the Division of Prevention Services, Community Based Strategies in New York City’s Administration for Children Services. Here, she oversees fidelity and contract management over the full continuum of prevention programs and services. She is charged with the implementation of evidence-based and research-informed prevention service models; and partners with contracted providers to ensure services are family centered, high quality and socially just. Ms. Louis also oversees the Office of Strategic Initiatives responsible for conducting research, developing system innovations, supporting programmatic outcomes and analysis to ensure that services remains cutting edge and hold family voice at its center. Ms. Louis has over 20 years of experience working on community based primary prevention programs including home visiting, differential response, family success centers and school based programs. Niurca has a Bachelor’s degree in Psychology from Rutgers University and an MTS from Drew University.
